News Release

Washington, D.C. (December 19, 2018) – Susan Neely, President and CEO of the American Council of Life Insurers (ACLI), today announced that Joyce Y. Meyer will join the association as Executive Vice President of Government Relations effective January 31, 2019.

Meyer joins ACLI with decades of experience and proven success spanning the U.S. House, Senate and White House, where she was Deputy Assistant to the President and Deputy Director of the Office of Legislative Affairs.

As Deputy Assistant to the President, Meyer served as senior White House liaison to the U.S. House of Representatives, advocating the administration’s policy agenda on Capitol Hill and building member coalitions in support of issues such as tax reform, veterans’ health care, national security, appropriations, the Farm Bill and deregulation initiatives. Prior to her position in the White House, Meyer was Deputy Chief of Staff to Speaker Paul Ryan, her hometown Congressman, whom she served for 18 years in senior-level roles, including Staff Director of the House Committee on Ways and Means, senior advisor on the traveling staff of the Romney-Ryan 2012 presidential campaign, and Chief of Staff in Ryan’s Washington, D.C. office.

“With years of experience at the highest levels of government, Joyce has earned a solid reputation as an effective leader, key strategist, coalition-builder and forceful advocate,” said Neely. “I am thrilled to have Joyce step into one of our top roles at ACLI, leading our federal, state and international government relations teams with a special focus on the financial and retirement security ACLI member companies provide to the families they serve.”

Neely took the helm at ACLI in September, reigniting Washington’s leading trade association dedicated to providing products and services that contribute to Americans’ long-term financial and retirement security. ACLI member companies represent 95 percent of industry assets and serve 90 million families across the country.

Meyer began her career on Capitol Hill more than 25 years ago working for Congressman Scott Klug and later served as professional committee staff for the Senate Governmental Affairs Subcommittee on Oversight, Government Management and the District of Columbia, under Chairman Fred Thompson and Subcommittee Chairman Sam Brownback.

The daughter of Filipino immigrants, Joyce was born in Pennsylvania and grew up in Wisconsin. She graduated from the University of Wisconsin-Madison with bachelor degrees in political science and international relations. She lives with her family in Alexandria, Virginia.
