Joyce Y. Meyer

Joyce Y. Meyer is Executive Vice President, Government Relations at the American Council of Life Insurers (ACLI). Meyer leads ACLI's federal, state, and international strategic advocacy, with a special focus on the financial and retirement security ACLI member companies provide to the families they serve.

Meyer came to ACLI with decades of experience spanning the U.S. House, the U.S. Senate, and the White House. As Deputy Assistant to the President, Meyer served as senior White House liaison to the U.S. House, advocating on behalf of the administration and building member coalitions in support of issues such as tax reform, veterans’ health care, national security, and appropriations.

Prior to her position in the White House, Meyer was Deputy Chief of Staff to Speaker Paul Ryan, her hometown Congressman, whom she served for 18 years in top senior roles, including Staff Director of the House Committee on Ways and Means, senior advisor on the traveling staff of the Romney-Ryan 2012 presidential campaign, and Chief of Staff in Ryan’s Washington, D.C. office.

She has been recognized for her strategic leadership as a Top Lobbyist by The Hill and Top Lobbyist by the National Institute for Lobbying and Ethics. She has also been named one of The Most Influential People shaping national economic policy by Washingtonian magazine. Her commitment to public policy extends to her service as a Member of the Board of Trustees of the U.S. Capitol Historical Society and as a co-founding member of the Mary Mross Public Policy Scholarship Program for young women students of Divine Savior Holy Angels High School in Milwaukee, Wisconsin.

Meyer graduated from the University of Wisconsin – Madison with bachelor degrees in political science and international relations. She also holds a master’s degree in business administration from Georgetown University McDonough School of Business.
