Senior Vice President, Federal Relations
Kimberly Ross is Senior Vice President, Federal Relations at the American Council of Life Insurers (ACLI). Ross oversees ACLI's federal advocacy on financial services, tax, retirement and income security issues.

Ross joined ACLI in December 2020 with two decades of holding lead staff positions in the U.S. House of Representatives and Senate, where she served most recently as Chief of Staff and Chief Counsel to Rep. Joyce Beatty focusing on housing, insurance, banking and diversity, equity and inclusion issues under the jurisdiction of the House Financial Services Committee.

She previously served as Staff Director and Counsel for the House Committee on Veterans' Affairs DAMA Subcommittee, where she worked on helping to reform the Department of VA's disability claims adjudication processes and the provision of insurance coverage for veterans, their families and survivors. She also served as the Legislative Director and Counsel for the late Rep. Elijah Cummings, and Senior Legislative Assistant to Sen. Barbara Mikulski where she began her Hill career working on the seminal No Child Left Behind Act and on closing the digital divide. Prior to coming to the Hill, Ross was a regulatory attorney working for the Maryland Public Service Commission and later for Sprint.

Ross has a law degree from the University of Maryland Carey School of Law, where she now serves on the Board of Visitors, and an undergraduate degree from Notre Dame University of Maryland. She also has a Certificate in Organizational Management from the Johns Hopkins Carey Business School. She is admitted to the bar of Maryland, is a member of the Alpha Kappa Alpha Sorority, Inc., and lives in Bowie, MD, with her husband.
